CIB 442: July Update

Welcome to the Customer Information Bulletin for July 2025.

This month we will cover: 

  • New Landgate website enhancements;
  • Update on Requisition Portal Mandate;
  • Valuations Queries to be treated as callbacks until Monday 7 July;
  • New fees and charges now in effect;
  • Reminder for strata companies: End of 5-year transitional period for financial year by-law; and

New Landgate website enhancements

We’re making it easier for you to do business with Landgate.

From 22 July 2025, we’re launching two new smart tools; a Dealing Progress Tracker and a Transfer Lodgement Fee Calculator to give you faster, simpler access to lodgement information.

  • The Dealing Progress Tracker: Track the real time status of your Landgate dealing lodgement anytime, anywhere – just enter your document number, no login required.
  • The Transfer Lodgement Fee Calculator: Quickly calculate fees for lodging a transfer - no more PDF forms.

These enhancements are part of our ongoing commitment to improving our online services and delivering a better customer experience.

Update on Requisition Portal mandate

As outlined in CIB 439 (April 2025), it is now mandatory to use the Requisition Portal when responding to requisitions for stopped documents.

This change is part of our commitment to improving processing times of stopped documents, ensuring a smoother and more efficient workflow.

Please use the Requisition Portal to upload any electronic correspondence or evidence which clarifies or rectifies stopped documents. This includes letters from relevant parties which request the withdrawal of documents, authorise amendments or re-timeclock of documents, or request an extension of time to resolve requisitions.

From today, emails sent to Landgate with requisition correspondence or electronic evidence will not be accepted and will be returned to the sender with instruction to use the Requisition Portal.

Important

Any evidence requiring original signatures, such as statutory declarations, should not be uploaded to the Requisition Portal. These documents must be lodged in person at our Midland or Perth Offices or sent via post to Landgate.

Valuations queries to be treated as callbacks until Monday 7 July

Landgate is upgrading its property valuation system, which has been in operation for over 25 years.

This legacy system has supported the delivery of more than one million rating and taxing valuations annually across Western Australia. While it has served us well, it’s now time for a major upgrade. 

This upgrade will enable us to:

  • improve service delivery for our clients (government agencies);
  • streamline valuation processes;
  • meet growing sector demand; and
  • align with government digital standards. 

During the migration from Monday 30th June to Friday 4th July, access to valuation systems will be limited.  As a result, all valuation enquiries will be treated as a call back requests. Response times may be longer than usual, and we appreciate your patience while we complete this work.

To help us respond accurately to queries, please include full property address, ownership details, land ID (if available) and the nature of your enquiry.

We will endeavour to respond within five business days.

 

New fees and charges now in effect

Landgate’s updated fees and charges for 2025-26 came into effect on 1 July 2025.

This update was previously mentioned in the Customer Update from 12 June 2025.

Reminder for strata companies: End of 5-year transitional period for financial year by-law

Regulation 175 of the Strata Titles (General) Regulations 2019  provides that during a 5-year transitional period, a strata company whose scheme by-laws did not specify a period for the financial year and which used or chose to use a period of 12 months for its financial year that did not end on 30 June, was able to take advantage of this transitional regulation to create a governance by-law in respect of that period by ordinary resolution.

If your strata company passed such ordinary resolution before 30 April 2025, you may still register the by law at Landgate – but only if you lodge it within 3 months of the resolution date.  This means that the latest possible date to lodge this by-law for registration will be 31 July 2025.

After 31 July 2025

It also means that, now that the 5-year transitional period has elapsed, the creation of a by-law in respect of the strata company’s financial year that is lodged for registration after 31 July 2025 will require a resolution without dissent (being a governance by-law).

Lodgement of a financial year by-law passed by ordinary resolution after 31 July 2025 will not be registrable.

The Scheme by-laws (SB) form and Land transaction procedure Guide STR-07 – Scheme by-laws will be updated accordingly.

 

Lodgement of superseded Scheme by-laws (SB) form

The current scheme by-laws approved form came into effect on 15 June 2023. In CIB 407, customers were advised that the 3 superseded forms would cease to be effective 12 months from date of approval of this current form.

Landgate is finding that some of the same lodging parties continue to lodge the superseded forms beyond this 12-month period.

From the date of this notice, the superseded forms will no longer be acceptable, and customers will be asked to withdraw them from registration with no exceptions.

We strongly encourage you to update your templates to the current form for use now, or the new form mentioned above, which will become effective on 1 August 2025.
